the more you practice the better you are with the weapon so keep going at it

Increasing Agility also helps.

Create a new character and try to raise one of melee weapon skills. Bring it as close as possible to 50. Your hit percentage will be much better. Morrowind is NOT Oblivion. Your weapon skill and the direction you are facing determines whether you hit or not.

Don't forget stamina. The higher you stamina, the higher chance of success (not only melee but every skill!). If you're completely exhausted you won't hit anything. So if you are expecting a fight, press T and wait an hour or restore your stamina otherwise.

That's the beauty of Morrowind. You actually have to raise your stats to do anything. I believe the whole combat system in Morrowind was called dice roll system. You can either play fair and level up your character or install a mod call accurate attack. I like to play it fair.

Your ability to successfully hit is affected by your fatigue so make sure the bar is high

This is a classic RPG. You cannot go from slave prisoner to ultra hero in 5 minutes. It takes time and practice to level up. find weaker foes, spend money on potions. This game take patience, something which has dissaperaed in modern games...

Get the Lover sign at the start of the game.

Once you get to Balmora, there are also TONS of people you can pay to train you. You can find them all oer the island. Cheaper if you join a guild or faction.

It's based off of the D20 rolling system if I'm not mistaken.
