To give you a better response, I'll just give my opinion on certain guilds. I actually like the mages guild. Everyone in the guild knows Trebonious shouldn't even be archmage. His quests are suppose to be bogus because he's an idiot. Ajira is probably one of my favorite npc's not just for her quests, but also because I can sell her skooma and moon sugar. The fighters guild quests are pretty average as well until you get in the later segment. Having the option to wipe out everyone in a rival guild is pretty interesting in my book(I sometimes play as psychotic evil characters). I agree the imperial cult is underdeveloped, but I think it was interesting that they added easter eggs to the later cult quests. The easter eggs being the gods visiting you as avatars. Other than that, I agree with mostly of what you said.
Ummm... Orders from iperial legion are well... orders. You do not get rewards for definite most of them. Few quest givers here do not give rewards for ANY quest they give.
And if you mean the items from becoming a champion as these best rewards, they are easily outdone by the artifacts from the Temple
As for the stealh, as stated above it's a matter of knowing how to use it. But Morang tong is not an Assasin Guild (They are legal exectutioners , rather than filthy assasins), so it shouldn't be a problem een if you do not use stealth.
Morag Tong is not so bad either. But yeah stealth is not the strongest part of Morrowind. But killing people for money and then showing "♥♥♥♥ you" papers to the ordinators is fun :)
But my favorite will probably be East Empire company faction on Solstheim. Doing their quests is never boring.
Each clan have only 2 quests, and i think aundae's are the best, rewards are worthy too. But the amount of content for vampires is a joke in this game. Even though there are some non-clan vampire only quests.
It's only worth turning yourself into one because of the artifacts (if you gotta catch them all). And then just cure your character and be done with it.

About the stealth, I just always felt the levels never really were condusive to stealth; every time I play stealth I have a large amount of trouble avoiding physically buming into people I'm sneaking past.
Plus alteration magic makes security useless, unless you're roleplaying.
About the Imperial Legion, yeah thinking back on it for the most part their rewards were only okay, until the final two. Chysamere is hands down the best Long Blade though
About the Imperial cult, I love the easter eggs but I wish they woud have carried it to its logical conclusion. Why only Mara and Zenithar? I know you can meet Talos another way but there's no excuse for the rest being no shows. I wish you could meet all of them, ending with Akatosh. That's what I meant about it being unfinished - they have this cool idea but can only do it twice because there's only like five oracle quests.
About House Redoran; they're jsut boring for me. I've never finished their questline the whole way through, but I haven't done Telvanni either the whole way through. Maybe I just have a grudge since Dragonborn forces you to use them against Hlaalu (my favourite house). They have by far the worst starting quests of any faction; they force you to go save the same damn peasant TWICE aaaghh. But they get a lot better after you start working for Sathri.
About the Morag Tong; yeah, I kinda undersold them, they're pretty badass. I just wish that the missions were a bit more intricate.
And the later Fighter's Guild quests are gleefully bloody!
Morrowind's faction quests are very in line with the corresponding faction's personality. When you join House Redoran you become a Hireling which is little more than an errand runner. It can be dissappointing to complete the initial quests without so much as a few drakes for a reward. But you have to remember this is House Redoran. They don't care for money. Their duty to their House is one of their core beliefs and you are expected to carry out your obligations without any thought of reward. Like being a soldier; you are not going to be given a medal just for doing your job.
Given Morrowind's attention to the cultural aspects of the game, I believe this was intentional on the developers' part.
These are all heavily *your opinion* not really the rather bold claim of *Best and worst factions in terms of design*....That title makes it sound like you are being an impartial reviewer and you are being very partial. Stealth is fine imho you just need to level it enough, you are not going to do any effective sneaking with 25 sneak like you can in Skyrim. The Temple are pretty much the enemy in the game and definitely not the 2nd best faction. House Redoran and Imp Cult are both awesome again imho...Meeting some of the gods and seeing the interior of a giant fossilized crab? Priceless. Personally i found Hlaalu dull af as all they seen to want to do is screw over Redoran when in reality the real threat to their power is Telvanni....The last Hlaalu Quest is so dull to me. I agree with House Telvanni at the top though atleast.
