I can also imagine that release of "Lusty Argonian Maid" porn novel that player may help to publish in Morriwind did not help the Female Argonian slave situation.
As for slaves in the caves are other bandits encampents these are most likely not official slave dealers. Or maybe they only deal with special customers (aka these who consider it easier to buy a slave as safe drug containers)
Surprisingly I do not recall any major mentions of slaves in the books of Morrowind and Daggerfall, but maybe they just slipped my mind.
I think ESO was not released by the same team, but I may be mistaken here.
On the topic of lore inconsistencies though : sadly Bethasada did not came up with idea of asking a few of complete lore freaks to check their lore continuity in the newer games.
And themselves they obviously can't remember everything, which results in smaller or bigger lore bloopers. Creatures in wrong climates, missing buildings etc. Most of them can be explained by passage of time, but just a single book, or a line in game inking it would be great.
As it is now it is just aparent that they simply forgot the facts (can't blame them for forgetting, but really there are people who would GLADLY do lore check for free)
