Full Screen but with Windowed Border???

This is not my image, but I'm having the same issue in that whether or not I'm fullscreen I get an annoying window border around Morrowind.

I had been using MGSO (Morrowind Sound & Graphics Overhaul) which includes MGE (Morrowind Graphics Extender) which is most likely the source of the problem- but the problem persisted even after I uninstalled, deleted the files in the Morrowind folder without applying mods and reinstalled!

Google is absolutely worthless for finding a solution to a problem with this many frequently-use words.

Activating Window or Fullscreen in launcher options does nothing. Changing to-or-from Windowed Mode in MGE options isn't fixing it either.

I have no idea what to do to fix this. Please advise.

My game is forced borderless no matter what settings i use. Unless its fullscreen. No idea what you can do.

I am using MGSO with latest MGE XE.

Mine was that way at first, I tried editing some options in MGSO or MGE and it became permanently bordered. I have no idea what caused this but I assume it affected some file that is kept in my cloud because even after reinstalling it stuck that way.

I have the same problem, didn't have it on Windows 8.1 but now I have it on Windows 10.

I found a simple, temporary (in the sense that it will reappear when you re-launch the game) fix, Change the resolution in-game. It refreshes the screen, removing the border. after that, you can switch it back and it will still be gone.

Although I would like a permanent fix so I don't have to keep doing that every time I play.

It's a "bug" in Windows 8.1 and Windows 10. For some genius reason, Microsoft thought it'd be a great idea to apply window borders on old fullscreen applications. You can fix it permanently by going to a program that is doing it and finding where it is located, so go to your morrowind directory which should be in a subfolder the directory where Steam called steamapps and in a folder in that called common. On most systems it'll be here:

C:\Program Files (x86)\Steam\steamapps\common\Morrowind

In there, right click the Morrowind.exe file and go to properties. Once on the properties, go to the compatiblity tab and look for the option that says "Force Simple Windows" If it's there, enable it. If not, and even if it is there, check the option that says "run this program in compatiblity mode" and choose "Windows XP Service Pack 3" (or the next highest service pack of XP you see), from the list. Then at the bottom where it says "Privilege Level" check the box that says "run this program as an administrator" and then click okay to close the properties and save the settings.

This should make sure the game runs properly without the crazy borders and so it can save your in-game settings (which it can't do normally if it's in either program files folders).

I tried that before I even posted here, and I tried again after your post to make sure, it didn't help. The only easy solution I found was the resolution change

Well unfortunately that is the cause of the problem and that is the only fix. Make sure you're applying the settings to the correct file. Or if you want, do it to all the executable files in the Morrowind Directory. The issue is cased by incompatilibities between how the modern OS works and what the older programs expect. So compatiblity mode is the only fix there is. It absolutely will work if you try it. If Service Pack 3 didn't work, go back to Service Pack 2, or even Windows 2000 or 98.

Also, not being run as admin is the reason why you have to do it every time you start the game because the settings didn't save. If you actually set it to run as admin, you shouldn't be having that issue. Though there are rare cases where Windows 10 bugs out on run as admin. You can get around that by moving your steam installation to one of these two locations:
C:\Users\[username]\Steam\
or
C:\Games\Steam\
You can also plop Steam just straight on the hard drive without being in a folder like that. Putting it in your user directory helps keep things organized with your own account on your computer, helpful if you have other people using it. Either way if it's out of Program Files, you absolutely won't have trouble anymore with the game retaining its settings.

You still need to get the "run as admin" thing working for the game to function correctly. But if you insist that this fix for the bordered window thing doesn't work (even though it should), your only other option is to get a fullscreen borderless window working for the game. As far as I know, that's only possible with MGE XE. Previous MGE versions were not able to correctly do it. So find MGE XE, it's a featured mod on Morrowind Nexus, and install it. Go into its GUI config, found in the Morrowind directory if you installed it right, and choose the option to run the game in windowed mode and set the resolution to be the exact same as your monitor's resolution. That should get the game running in a borderless window. without bothering to fix the fullscreen problem.

I know quite a bit about computers. If I have problems with a program, I always run as admin/change compatability first before going to the internet for help. I have done it for both the launcher and game exe, and even all compatability modes, it didn't help me at all.

I know the run as admin is working because the User account control popup comes up

Well then you're going to have to use MGE XE and set it to a borderless window. You have to make sure the resolution is exactly the same as your monitor's resolution. Old versions of MGE tend to include a border no matter what you do. Only MGE XE manages to consistently get a borderless version. That will definitely work. And it'd be more stable anyway because fullscreen Morrowind will crash a lot if you tab out of it.

If UAC is popping up it means you didnt disable it and MGSO and MGE (MGE XE) require UAC to be disabled during configuration in order to properly function.

I don't use any mods, just base Morrowind + Tribunal & Bloodmoon. the UAC pops up when something wants to make changes to your computer, or the program is being run as an administrator

Sorry assumed you were trying to get this to work with MGE XE.

Im using MGSO with its bundled MGE XE to force borderless windowd and it works really well.

I know you tried MGSO and its bundle but have you tried standalone MGE XE to force fullscreen?

I was. Its not really a mod as standalone MGE XE dosent change the game in in way mechanically or aestheticly. The bigget thing it changes is adding distant lands which gives you the option to see existing statics from further away.

You don't even have to enable distant lands in MGE XE if you don't want to. But if you want to get rid of the bordered window problem and nothing else is working for you, then you've got to use it to create a borderless window. Nothing else will do it correctly.
