1-It means FPS Optimizer can't find your Morrowind installation.
2-Running Morrowind at least once before installing and using FPS Optimizer is supposed to prevent that.
But that still doesn't explain why it stopped working. Sorry.
I recommend posting a thread on the official forums, there's more chance of a veteran reading and answering your post there.
In case somebody might still be interested, I don't think I ever solved the problem in question and opted instead to ditch the aforementioned mods in favor of the mod package named Morrowind Overhaul, which I think included the fixes I was originally after also. I happily played Morrowind for a good while with that installed, can definitely recommend it for anyone looking for a source-material friendly yet rather astounding overall facelift for the game.
I downloaded the 2nd linked version with the included binaries and when I ran it, I got the error, but I clicked the bottom drop-down menu on the file browser window that comes up after the error message, then I clicked LOAD - FILE WAS FOUND or something similar to that and it went ahead and loaded the game and the optimizer functions normally. It's a little quirky, but it is working with this method at least. I'd rather have a quirky start, than have to run the game without the very useful tweaks that FPS Optimizer provides for Morrowind.
