I'd like to think you have to read between the lines for this quest.
For such an early mission, it's interesting she sends you to this location. There's even a guard there. It's like she's testing you without specifically saying so.
She directs you to where diamonds can be aquired and who has them (one of the most important and well-known people in Balmora), but it's ultimately up to you how you do it. In my head-cannon stealing one is a way to not only show Habasi that you are a thief who's actually worth something, but I also see it as a little jab at the "Rich Hill" and the Camona Tong.
Unfortunately, the quest isn't as elaborate as you might think and it honestly doesn't matter one way or the other how you go about completing it. Even the quest text is like "hey any diamond will do".
