Note that tough spells won't reach 100% chance until later (if ever).
Every cast to use item (depending on it's natural magic affinity and soul used tocreate it) has an ammount of charge it holds, and everytime you use a spell you use some of that charge.
Depending on a spell it may drain 1/20th of the charge, or more than 1/2.
This does recover slowly overtime, or can be sped up by using soulgems on the item to restore it's charges quicker.
On enchanted weapons, the durability bar shows your enchantment charge count. It recharges slowly over time or if you dump a soul gem into it.
If it isnt enchanted its a flat durability bar.
If you talking about a spell you cast as the player its a indicator for chance of sucessfull cast, fuller = better. Low fatige is most likely what will bring it down but stat draining spells cast on you can affect it as well.
