Where can I find a glass staff without stealing it?
Does anyone know of a glass staff at Ghostgate I could get without stealing the one at the Tower of Dusk? I found a merchant in the tower, but when I attempted to barter with her, she responded with, "Faction members only, Khajiit".
Any help? Thanks in advance.

Hmmm I think can found one by killing a golden saint or you can steal one from the vivec vault

Part of the games charm comes from exploration and I would highly recommend it.

But a search revealed four locations where one can find a glass Staff
Tel Branora (15,-13) (trerayna dalen)
Druscashti, Upper Level (dwrv_chest00_kjeld2)
Ghostgate, Tower of Dusk Lower Level
Tel Branora, Llorayna Sethan's Tradehouse *Random weapon*

I dont know enough about the game to know if they can be aquired legally.

Tower of Dusk, hmmm. If I remember correctly, that one is controlled by the Tribunal Temple. If that's the case, join the Temple, get your faction rank up, then return to that merchant with the gold in hand. Otherwise, or if you don't want to take the time, you might try following the above poster's advice.

Golden saints have random weapons inculding glass and daedric depending on what level you are

I think a good staff to get for you is the wizards staff

The most reliable place to get one is at Sethan's Tradehouse in Tel Branora. It's the only location in the game where the "random glass weapon" leveled list is used. It means whether or not it is in his inventory is random. If it's not there, you have to wait a few days for the inventory to restock. There are seven items in that leveled list so it should show up after at least seven attempts.

The only other sure bet is from a random drop from a golden saint as mentioned above. But gold saints themselves, aside from a few rare fixed ones, don't start showing up until around level 22. That can be a while. And by that point you'll have much better staves than glass staves.

The staff in ghost gate is owned by Taluro Athren, who is a mid-level trainer without any merchant services so you can't buy that staff. And the staff in Druscashti is owned by Kjeld, and you can only legally buy it from him if you are a Quarra Vampire and have finished the Quarra Vampire quests. The staff held by Trerayna Dalen isn't really safe to obtain. You'd have to kill her for it and she's a reasonably strong enchanter with a destruction skill of 60.

If it absolutely has to be a glass staff because of how it looks, then go for Sethan's Tradehouse.

Other than that, the arguable "best" staff in the game is the one you can get if you complete the Mages Guild Questline by following Edwinna Elbert's (the Ald'Ruhn guildmaster) suggestion for completing the final quest. This staff, which I can't name for spoiler reasons, is the most powerful staff in the game. It causes weakness to fire and shock when strikes as well as causing 7-15 pts each of fire and shock damage on when strikes with 100 uses when at full charge, way more than any other staff. You'll earn the Necromancer's Amulet at the same time, which is by far the most useful amulet in the game. It has constant effect 25% spell absorption, restore health 1 pt, fortify intelligence 25 pts, and Resist Normal Weapons 25%. So very, very useful for a mage character. That'll protect you from harm, increase your magicka pool and refills your magicka by 25% of the damage of incoming magic attacks. Very useful. If you want a high staff and amulet, that's your target.
I will spoil it lol. Its called trebonius staff and the amulet is called necromancers amulet. Also the best ring is royal signet ring. it restores 10 health and fatgiue. reflects 100% AND RESISTS paralysis and magicka. So Nord I just spoiled it for him.=)
