It's possible, but the only stats that transfer over to werewolf form are Health and Fatigue. All other stats/skills get reassigned, while magic and items become unusable. Sadly there doesn't appear to be a way to boost Hand to Hand damage.
Bloodmoon itself is quite a tricky expansion, which you're expected to tackle after finishing the Morrowind main quest, so probably around level 30-50. You can of course tackle Bloodmoon at earlier levels with the right build/equipment, it's just more difficult.

i have not personally tried this mod (Chargen Werewolf), but it allows you to start the game as a Werewolf. No longer available on Nexus, this is the only place I could find it.
