Not in the vanilla game. There is only one outcome to the main quest in the vanilla game, and it is not to surrender.

You don't want to go too near Red Mountain too early in the game or you will catch certain diseases too soon (trying not to give away too many spoilers here, lol). When you get to a certain point in the main quest you will know when you can approach Red Mountain. Be prepaired with decent equipment and lots of potions though.

You can't actually go and submit to him. The way to him is pretty dangerous too, so if you're not a good level or have some good enchantments you'll probably get killed trying.

Man, all these people are so obssesed with level, and only going to the places where it's safe.

If you have your character made well, you can handle yourself inside the Red Mountain on level 10 or so. While the plains there are nothing interesting but filled with deadly monsters, ruins inside that area are great loot. IF you are a thrill seeker go for it, but keep some emergency exit means with you.
Just be sure to save before you decide to equip anything flashy you found in there ;)

He asked specifically about going to meet Dagoth Ur. Dagoth Ur's dungeon is pretty tough, and considering most characters have less than 100 health at level 10, I doubt he'd be able to make it to Dagoth Ur at such a low level. His dungeon is filled with ascended sleepers, all of which can use spells like:

Drain Fatigue (20 points for 30 seconds)
Shockbite (2-40 points in 10 feet)
Frost Storm (1-10 points in 10 feet for 10 seconds)
Fire Storm (1-10 points in 10 feet 10 seconds)
Paralyze (5 seconds on touch)

Not to mention they have 300 hitpoints. They're harder than golden saints (you can use their souls to enchant constant effect items as well). Unless he's planning to just run passed them all, it's really unlikely he'd be able to fight through them all to get to Dagoth Ur.

I know what Ascended sleepers can do. I spent countless hours in this game.

Depending on your playstyle, the ammount of health player has can be completely irrelevant, since you won't getting hit anyways. Truth be told, the only build that should have problem with these guys, are heavy armor tank types. whom at low level really have nothing to defend themselves.

It's true though I assumed the question was about the Red mountain region, rather than The facility itself. Still the loot found in there, is worth the effort.

While it's true that mage and ranger play styles focus on dodgin attacks, the fact that they're explosive spells make them harder to dodge, and if even one or two of those hits you it's game over at that level. In such close quarters it'd be tough to avoid. Still though I see your point.

The region can be dangerous too, but it's certainly more survivable than Dagoth Ur's dungeon. All the creatures are blighted too so they have that bit of extra oomph. You could potentially get around in there at level 10 though, as long as you bought enough cure blight potions :P

I am already past the Corprus-Quest so Idon't think i will need cure blightpotions. I got a lvl 11 redguard, with anormal daedric longsword, ebony shield and heömet, dukes cuirass, and imperial steel and chain for the rest(all heavy).
