Yes. It's stated on the retail version packaging. I hope they won't "help" with TES 6.

Bethesda doesn't need the help of Ubisoft to ♥♥♥♥ up TES 6. By then, they'll have removed all RPG elements and you will have to buy a paid mod every four hours or the game becomes locked for you.

A Promo video to a pre launch DLC that you allready own. Also the video was uploaded publicly weeks before the game released.
