Is it possible to increase the life-taking damage on the enchanted hammer if you upgrade the School of Destruction to 100? How it does?

No, it isn't.

Enchantments are permanent, and their effects do not change depending on skill.

Higher Enchant skill will only lower the use cost of the enchantment; with higher Enchant skill, you'll be able to cast the effect more times.

You could buff your Strength with Fortify Strength enchantments, spells, and potions. Higher Strength = more damage.

I have 400 strange on 65 lvl on on the highest difficulty-this gives me the ability to kill high templars with a daedric hammer with a life-taking charm with 2.5-3 strikes and vivek with 10-11 strikes, normal Mournhold guards die with 1.5-2 strikes, do you think that's enough?
