PC Control settings aren't being saved

Anyone have an issue with your keyboard settings not saving after you exit the game? I keep having to change my control settings every time I start the game. It's the first thing I do when I start playing, and I save before I close it out. I can't figure out what is going on.

Set your folder to read-only, run Morrowind as admin.

I had this problem before, but once I start using MGEXE, the settings were kept after closing the game.
