Who besides Galbedir, sells soul gems?

Random barrels have them. If you want Grand soul gems, just get Azura's Star.

I already know that. But it doesn't answer my question. I swiped most of Galbedir's soul gems, so I can't take them to her because she'll recognize them. UESP indicates that there's a merchant in Tel Branora who sells them, and that Ebert Nemarc in Mournhold (City of Light! City of Magic!) also sells them.

This guy is the only one who sells unlimited quantities of grand soul gems.

You can buy grand soul gems from one of the magic shop merchants in Mournhold in the district where the shops are.
