These should also be installed in that order. If you want more content, I'd suggest either Tamriel Rebuilt or Morrowind Rebirth. They shouldn't be used together.
TR adds more Morrowind to your Morrowind, fits pretty seamlessly.
MR is something of a remake or total overhaul.

MOP and Project Atlas, yes. Install MOP, then Atlas, then MET. Allow it to overwrite.
Also, forgot to note it - Project Atlas has files for MET, optionally install those last, after MET.

UMP (which it recommended) is obsolete and shouldn't be used. The Patch for Purists just fixes game bugs, so it's wording that in a weird way.
"Unofficial plugins patched" for "various unofficial plugins and mods" is not a thing - that's the AI making things up. The actual thing is UMOPP (Unofficial Morrowind Official Plugins Patched), a bug patch for the official dlc by Bethesda.
That's not how Expansion Delay works. It doesn't do anything for player readiness.
It prevents dialogue intrusion and greetings being broken by Bloodmoon, and from being attacked by assassins before they're supposed to appear and inadvertently giving you the 2nd best light armour set in the game / infinite gold whenever you rest.
You shouldn't be using the console if it can be avoided in the first place, and you definitely shouldn't have to use it at any point.
