It is literally a bug, not that he actually does break the game.
No, it doesn't. There are no quests linked to him, and he's not a part of anything else in the game; he's just there. According to UESP, he was either part of a quest that was cut before release, or said quest was never included in the first place. With most of the Essential NPCs, killing them breaks the main quest; not so with Crazy Batou.
