If you're not running OpenMW, did you enable the map expansion in the MCP and generate distant land in MGE XE?
Are you running an English version of the game? TR has had issues with localised versions in the past, not sure if it still does.
I'll check that when I get home. So far nothing's work though
I did see the Oblivion and Skyrim ones there but no Morrowind. Someone can correct me if I'm wrong but I'm thinking there's not normally one there.

This can be done with special programs or by changing file dates (Morrowind automatically loads stuff from old to new). Redacting ini file won't do
