The Elder Scrolls III: Morrowind

Walking speed.
I am a long time player of this game. I just started this up again from having not played in 4 years. I always console command the speed stat just so i can move around more quickly. However, after quiting and restarting again, I slowed back down but my speed stat stayed the same. I have never encountered this problem nor can I seem to find an answer. Re-using the console does nothing either. Any ideas? Also I have used items to change it normally and no effect.

You use console commands for something like that? Makes me wonder how you handle the rest of the game. Anyway, it could be that the game just forgets to reset the number in the stat menu. Could just be a graphical glitch.

This doesn't work if you're khajiit, argonian, or high elf, but you could get the Boots of Blinding Speed quest from the lady outside Caldera, then make a 100% magic resistance spell for a short duration (2 seconds) and equip the boots while under the effects of the spell.
Again, I used items to change the stat and no actually change to how quickly I moved. Numerically it is there. Just not actually happening and I did use the boots because it is such a huge change. Slow as mud again :S

I use a combination of these two mods rather than using console commands that could break the game.

I use Speed and Stamina Tweaked for the stamina tweak for longer sprinting duration and its modified walk, float and swim speeds. The run speed from this mod is a marginal speed increase. It is pretty balanced imo.

I use the Run Faster mod after Speed and Stamina to customize my run speed if I want to run faster.

There are a few speed choices to choose from. You can use a faster speed in the beginning of the game, then use a slower speed later once you get your speed and athletics up, if you want to slow down a little.

This might be a bit mundane for the younger set BUT.........I like the slow pace at the start of the game. Must be all the games where you have ports and fast move options that just seem to be in a hurry.
It is not hard to build up speed by puting time in rasing your speed skill AND! (are ya ready for this) as you walk along press the space bar and jump as you walk. If you just move fast and don't look around as you walk you will mis some caves, toombs and other potential places to knock on the door and see what happens.
I always hated the moving slow part even when I was a kid. If I could have done something while moving, well, thats another story. As of right now, I do not have as much free time as use to ;)

Complete 1-2 quests per day, that way it gives you plenty of time to do other things.

Having played several games some years past I had an idea what was where, So rhis time I decided to create a warrior with medium armorr(Orc) and skill with blunt weapons and bow. I only joined a House and did a few starting quests, I spent time going around doing things on my own in dungeons and caves that I knew were part of a quest .
I did keep oone quest from each fraction and the main quest but kept away from blade quests.
I did the dark brotherhoof assiens quest about Level 15. I think if I did things on my own without a quest thhat my charactr developed quicker, or so it seems.
