Either the un-beast one or the one specificly made to give beast races the boots of blinding speed though I cant remeber where its hosted, I checked Nexus but no luck.

Unfortunately not. The fastest an Argonian can be legitimately is with 100 Athletics and Speed. Once you get a good amount of money, you can find a trainer near Molag Mar in a camp that will raise your Athletics to 100, and if it's one of your primary or secondary skills, you can level up Speed at the same time. It's not Boots of Speed fast, but it's pretty fast.

There is always alchemy or making your own enchant.

You can buy the Shoes of Blinding Speed from an NPC in Vivec Foreign Quarter Canal Works. They cost $3000 though.

The NPC is named Scales that Shine and sells several other useful enchanted items.

Beast races cant wear shoes either.

Can always try this, makes running faster in general. Which makes NPCs run around like they're on crack, but that can be amusing, but besides that seems to have no other ill effects.

Dunno if this still works, but you used to be able to use a spell to temporarily reduce your athletics, then train it. So like if you had it at 100 and then used the spell to drain 5 points, you could train it 5 more times and when the spell wears off its at 105.

A solution I found was to enchant my own items and depending on how I felt during playthrough would vary it. Glass is fairly good but the daedric stuff even better. Once I enchanted every single peice of daedric armour, if thats too heavy try glass.
