There's only one companion built in, and he's only in the expansion area and can't leave that area.

Otherwise there are no companions but except slaves you can buy, and companion AI is annoying and cumbersome

Yes, this is correct. The only "real" companion in Morrowind is locked to the expansion he's in (Tribunal). Without mods, you'll have to rely on Conjuration to have friends on your adventure.
Honestly, don't bother with companions. Morrowind is an old game and the AI is beyond weird. Pathing will be a constant issue.

Technically there are multiple "companions" in the game, any character that follows you (typically for quests) will fight and stay with you. its just a matter of not being able to upgrade their gear and ability. they usually don't last long against anything higher than the smaller wildlife, and of course if they die, the quest fails.

I did one play through with the Imperial legion questline, the soldier you escort to safety actually makes a half-decent companion. I just took him with me for other faction quests, instead of to ebonheart.

Some of the old modders (particularly Grumpy) found ways do deal with that. Automatic warping and rings that allow you to talk to/teleport the companions aught to be standard.
That work would later turn into things like Vilja and CM Partners.

oh wow thank you for all the responses im going to have a field day with these
you can literally turn every NPC in the game into your "companion" by hitting them with a command spell. if you wanted, you could run around with vivec and almalexia following you across the world, protecting you with their lives.

The Imperial lady you fight the daedroth with for the Fighter's Guild is also a bruiser.

Everyone forgot about the slave market lol.
The answer is unlimited amount. There are different ways you can make NPCs follow you and there isn't any limitation programmed.
However without mods there's just one fully functional follower (meaning he has accessible inventory)
