Vivec is inspired by south Asian culture. Vivec the place is also located on the southern end of the map, it has cantons where canton was to do with trading systems in south asia. Where Vivec city is a trade hub in the game.
India is apart of south Asia and imo Vivec the location is loosely mapped by the real life equivalent of Bengal Bay which is in India and further in a southern point of south east Asia.

Dunmer are Asian / Indian
Nord are like European
Wood elf probably some sort of east Asian west European Slavic type culture.
Imperial are British or Roman their armor is more like Roman but their diplomacy is more in line to British.
Redguard are African or Jamican
Khajit are like Arabs and middle east type races same with Argoninan.
The rest are comprising of similar traits Breton clearly another Euro style race the rest dunno probably not as applicable.
Orc dunno they have Armor that looks like Samurai so Japanese Asian but they have traits that make them more like European. I could picture them being in upper central Asia more towards like Russia so a Euro Asian mix.
Their whole conquest of taking over Tameriel and having precedence is what the British has done for over a few century now. The British Empire basically has diplomatic status in just about every real world place today and in many countries they govern those countries.
Well the countries govern them selves but they are under the British Empire.
Just look at how many currencies the world over have the British queens head on it. In Morrowind its called Septims.

Clearly that looks like the queens head on a dollar as inspiration to me. I live in a country that is apart of the commonwealth and you can see the resemblance. Of course the Romans had coins like this too but that is to far removed from our modern day.

Heads on coins is an ancient Roman invention and British empire no longer exists.

i did say that Imperial is a mix between Roman and British, and i would say more so towards British as Britan is the country that stood out and really tried to take over the entire world.
Regardless its two totally different timeline the British conquest is only like 100 years ago. Compared to Romans being a Empire like multiple centuries ago like 30 or more. Hence to far removed from us today.
Clearly the imperial are inspired by both races but more so towards the British in their diplomacy and Vivec is Indian Inspiered.
The British spent a lot if time in India The handle bar mustache is still popular in India today lol thanks to the British.

Of course empires were different in how successful they were but I don't see why British comparison. Empire of Tamriel is roman-esque all through. Appearance wise, too, at least by the 2001 standards of how romans should look.
And beyond Tamriel there's at least Akavir that mirrors our far east
Clearly the Dunmer are Indian where there is a whole slew of lore in the game of Dunmer and Imperial races having sex and making babies.
Indian and British. I am sure the British had relations like this when they were in India, actually we know they did.
Regadless there is no point to argue nuanced logic because the races, lore and world itself are inspired by many real world concepts.
