something is wrong with your system
your savegames are in the cloud and local
steam is only helping - when there is something wrong with your savegames
so you might have a problem with your savegames - when steam aligns
this can happen if:
1. your savegames are corrupted by your local system
- not closing the game and steam properly
- loosing internet connection while saving
- installing mods
- ...
2. disconnection during the alignment
you can do testing:
1. run steam check for your game directories
2. go in the 2 directories - check if you can read and write
3. check the files - maybe make a backup
4. delete the files - start a new game or test your backup
all you have to do is check your files and use the backup
steam provides a check for your game and backup for your files
in most discussions there are local problems
where you loose files with 100rds of hours gameplay without a backup
it is very likely that it is your local internet problem
and very unlikely that you can blame steam servers
Without cloud it's all under your control and if anything goes wrong that's not some random problem but because you actively did something wrong.
But that's not my issue. Instead of sensless arguing with you,
I would like to know what is the issue in this discussion.
- is it a Mod messing up the SaveGames?
- a PC crash?
- ...
and this has nothing to do with the Cloud
the Cloud gives you backup
so in these Cases you do not loose 100rds of GamePlay hours
because of a Mod you can delete
Cloud randomly decided to force file restoration when it's not needed so it has to be disabled.
And it's not like it's a new issue specific for Morrowind.
If you ever play a game in offline mode that is very likely to confuse Steam cloud and cause such behaviour.
you know - OpenMV is a totally different Engine
so let's see of all chosen ones answering your question
of not 100rds hours of GamePlay destroyed with one snip of the Infinity Gauntlet
