Now that I have it.
What do I do with it?

It's a soul gem that lasts forever. Not only that, it's the only soul gem that can contain vivec or almalexia's soul

You cast soul trap spell (or enchantment) on an enemy, if they die while the soul trap is still in effect, their soul goes into the gem. You can then use the gem to enchant (with enchant skill) magical items, or use it to recharge enchanted items when they run out of charge.

If you suck with enchant, you can pay enchanter NPCs to enchant and use your gem for you.

Normally a soul gem is used up when you use it, and each tier of soul gem can only fit souls that tier or smaller (so stronger gems can soul trap stronger monsters). The Azura star doesn't get used up, it just uses the soul inside.

And like I said you can fit vivec or almalexia's soul in it which no other gem can fit, even grand soul gems. They can make the best enchanted item with their souls.

I know how to enchant. I know how to fill other gems with a soul. How do you fill the star with out filling the lesser stones?

And where do i find them ? I thougt vivic is a fort.

Souls go into the smallest available gem they can fit in your inventory, so your good gems don't get wasted on a petty soul for example if you have a petty soul gem.

Vivec is a living God who lives in the temple in vivec city (which is named after him).

Almalexia lives in the temple in mournhold (the city in the tribunal expansion).

Vivec is part of the main quest though, so you shouldn't kill him until after you complete it.

Likewise almalexia is part of the tribunal expansion quest, and you have to kill her as the final boss for that quest line.
