how do i give constant hit to the enemy? like never miss.

Level up agility and the weapon skill of whichever weapon you're using.

Level up the skill with the weapon you're using, and engage in fights with full fatigue.

Keep your fatigue (the green bar) full, hold your attacks all the way in instead of spamming, only use weapons you're skilled in.
Increase your agility and luck. Use fortify attack or skill potions, spells or enchantments.

Even at over 100 AGI and over 100 weapon skill there is no such thing as "never miss."

Level the weapon skill you are using. Always try and have stamina. Level agility. Use enchantments too buff yourself and debuff the enemy.

-Look at what your Major and Minor weapon skills are, and use a weapon that fits into them. So if you have Long Blade as one of your Major skills, use a Long Blade: these would be the long swords, broadswords, claymores, sabers, katanas, and dai-katanas.

-ALWAYS keep your Fatigue (stamina) high; this would be the green bar on your HUD. Everything is easier if your Fatigue is at or near-full.

-Practice, practice, practice.

Holding your attack button does nothing for accuracy; it increases the damage you do.

True, but in the context, spamming your attacks will drain your fatigue faster which will affect your accuracy.

get gud... I mean, literally! You have to increase the primary weapon skill of the weapon you are using. It tells you on the weapon card what that is (ex: Blunt Weapon, Long Blade...). The more you use the weapon, the more levels you get and the less it misses.

If you somehow are using a weapon that you're not very skilled with, you can buy training to get it to an acceptable level, and/or practice on weak enemies like mudcrabs.

Combat is dice-roll based. Unless the enemy is completely out of your FOV, aiming doesn't matter.

And for those saying that the RNG Combat is unfair, it is based on skills and attributes, and represents also the enemies dodge and other built-in attempts to evade.

Every D&D or other RPG, pretty much, uses the same idea. Whether it is a chance to hit, or scaling damage, or chance to critical, it EFFECTIVELY comes down to the same thing.

You start as a Noob with some Talents, aka Skills and Attributes, and have to Level Them Up somehow from there.

You do get a Morrowind Manual, check it out via the Steam Store Page and download it off the Right Column where there are lots of different things, you may need to scroll down to see it. PDF of the original 48 Page Printed Manual, hey it is that long for a reason.

There are tons of good sites that also explain this just do a Search for it, or search YouTube.

Only in a very broad sense - just in how many attacks you make on average. However scaling damage makes combat gameplay and character progression linear and shallow, unlike systems with multiple relevant parameters influencing characters' actions in different ways.

50% miss chance is roughly the same thing as 50% less damage (there is a difference and it's more apparent the fewer attacks you make, but let's put that aside), but in a system with both hit chance and damage scaling if these parameters can be ifluenced separately from one another this creates more gameplay depth and variety.
That is, when characters can have either high dodge chance or a lot of health, attack accuracy and strength will work differently in this context, also with hit chance usually you can reach a cap, but damage can be improved further, so these parameters inherently have different value, also such systems have different progression pacing with less spongy enemies, etc.

minimum chance to hit with weapon is 25, max is 90 or 95. having a 3:1 ratio of stamina to health potions is MANDATORY. make sure potions are doing 10 points per sec or more so you can quickly end the battle, prolonging it is so dumb skooma addict are ashamed. keep using your alchemy skill as potions need that 30% boost on the level of your potion crafters.

Keep fatigue topped up - you won't hit anything but air if your bar is empty. The lower the fatigue is - the lower the chance for a hit.
