Can't advance to wizard, have 100 in all required attributes and stats

I have never seen the end of this guild in my 3 playthroughs of this game. I have been a mage each time. I do all the quests required and min-max all my attributes to max with skill swapping. For some reason, every time, I get to warlock and the game says "NO" we will NOT give you any more quests and we will NOT advance you, and i get locked down and locked out and ♥♥♥♥♥♥ entirely. Is the mage guild real

I went to the mage's guild to find them selling the wizards staffs but no one is selling them either for some reason. Also I wish i had your version of morrowind. Bro I was spamming advancement the topic and not a single ♥♥♥♥♥♥♥ time did they ever say that line what the ♥♥♥♥ is this, this is actually starting to piss me off, I have played this with and without mods and I have never seen this screen ever??

Yeah, strange. Dont know any explanation. But just get one in Sud:). It is a nice little trip and adventure to get there

But now I think about it, if it says duties it should have to be that you didnt finish enough quests. Did you do all quests for all quest givers? In balmora, ald-ruhn and wolverine hall?

yes, I did, like I said in the begininng when I ask for more duties it says "i don't have any more go ask the others"

Update on this discussion: getting the Wizard staff from Sud didn't do anything and I after reinstalling the game never seemed to work and it still being an issue I'm just going to use console commands now. It's just weird my game ended in a different reality of pain

Haha:P. Also an option. Dont know what to tell you, never had the problem.
The only other thing that I can think of is that you asked a different quest giver for a quest before your latest advancement and it was not unlocked yet, is unlocked now that you are warlock and has to be finished first before you can become a wizard. Otherwise I dont have a clue.
But you moved on so its too late now:)

I am trying to pinpoint the issue because this keeps happening even in new playthroughs, modded and unmodded, even with clean installs, the topic of wizard staff never has came up ever in every playthrough but everything I look up doesn't point to anything at all. There is one last thing I am going to try and that is that I still have one mage guild quest in my log about some orc girl being a necromancer, just to remove it off my log

Edit: nope, i have no completed every side and main mage guild quest I could do but the topic of wizard staff has never come up so I'm going to config now

Edit 2: Console command for mage's guild ID PCRaiseRank Mages Guild also did not work for some reason, even after looking up the ID, it's like the game does not recognize that the mage guild is real.

https://drive.google.com/file/d/1rMSAFrHYvVqLMF5imx2cOl0PxSx597NZ/view?usp=share_link I believe this is my most recent save, though I am using mods this playthrough: astroligan's guild, mage robes, Tamriel Rebuilt, OAAB_Data, Tamriel_Data, Siege at Firemoth, Weapon Sheathing, Diablo 2 Items, Weapons and Armor Diversity Overhaul and lastly running the game in OpenMW. One would assume that the mods might be the issue, specifically TR but like I said I've launched and reinstalled the game without any mods, but on Mage's guild it consistently hard locks on advancing past warlock to wizard. Ironically however, OpenMW has fixed the imperial legion questline, by having the Widow actually tell you where to find her husband's body or having it be a topic to be asked, allowing me to actually play as a imperial guard for the first time I have played this game.
