You have to create the folders yourself. If unzipping the file did not create them then you did not install the mod correctly.

So i have to make the Texture folder meshes folder manually? how does it overwrite the original textures of the game if im not prompted to overwrite the original ones?

like has anyone gotten this mod to work at all with the steam version ill gift them a game if they explain this ive been at this for hours trying to google a solution and their hasn't been one.

The vanilla (unmodded) game does not have these folders, they are added when the game is modded, because by adding mods you are overwriting the vanilla meshes and textures. What I would do if I were you is I would unzip the mod you are trying to install to your desktop so that you can study the way the mod was packaged. If you still can't figure out which folders go where then seek out a modding tutorial.

I have used Westly's mods as well as the mods from many other authors to mod my Steam copy of Morrowind game and experienced no problems unless they were by my own making.

Okay, admittedly it has been a while since I modded Morrowind (I have been playing and modding Skyrim Special Edition) so I am not up on the latest tools for doing so. So I will give you the basics of modding.

When Bethesda released Morrowind they also released a construction set, which lets users create their own modifications for the game, thus making user-made mods possible.

Vanilla Morrowind contains no mesh or texture folders because these are built in to the main files of the game. When a user makes a mod using the construction set (which is where all of Morrowind's mods come from) they can make their own meshes and textures to replace the vanilla ones built into the game. The game "knows" when these mesh and texture files are introduced into the data folder that the new meshes and textures are supposed to overwrite the vanilla ones, allowing new meshes and textures to be placed in the game.

Studying how a mod creator packaged his/her mod will tell you where the new files should be placed in the main data folder for the game. The path for most meshes and textures are data>meshes for the meshes and Data>textures for the textures. There may also be a .esm file or a .bsa. These go into the data folder as well.

I hope you find this explanation of use. Sorry that I can't be more helpful like explaining mod managers and how to use them or how to use other tools. I know sites where you get mods, like Morrowind Nexus, have their own forums for helping people with their games. If you are still having problems understanding how mods work someone there may be of more help.

Oy, I wish I could remember more, lol. It's been years since I built a Morrowind game. Check and see if the mod requires any prerequisites, like I am pretty sure the new heads would work better if the Better Bodies or a similar body replacer mod was installed. And you might want to look for a mod with an .esp file if the new meshes and textures aren't showing up for you. If all else fails Westly made some race mods that have everything you need to make your own character look better, but that might still require Better Bodies, I think.

I wish I could be of more help. Where did you get your mods? I am most familiar with the Nexus sites and they do have help forums there as well as some tutorials I think. Keep trying is all I can say. Modding is complicated and hard to figure out for everyone at first, but once you get the basics down it isn't that hard.

Here is what I would do to make a build that would make my character and the npcs look better in the game.

I would install this mod first. I would use the manual install version.

Here is a large collection of heads and hairs that may have a better chance of showing up in your game.

This is a place to start. Once you learn how to use mods and master modding tools like a mod manager you can taylor your game to your own wants and needs.
