Compare it now to Skyrim and Oblivions Cyrodill, those places had rich worldbuilding in the lore but in reality both of games develoeprs covered way less content (and omitted many of interesting stuff) that lead to a great disappointment, (see oblivion)
As for Morrowind main land i thing Tamriel Rebuild team is doing a good job at recreating "missing" mainland, the only problem is that probably my grandkids will enjoy it when it will be finished
That sounds like a hot new idea, we should call it 'Fallout'.
The idea is to have the full Mainland with quests and guilds working accordingly, however at this point the Mainland is like at 70% and the quests guild and working cities at 40%.
