OP, I can think of two possible things you could be looking for. However, I need to know something first. Is this a Fighter's Guild quest, or did you pick the quest up IN Suran?

Without clarification can only guess, so here are some options.

Desele's Debt
- If it's a quest to collect debt money from someone for the Balmora fighters guild:
The person is Helviane Desele, who can be found behind the bar in Desele's House of Earthly Delights - Raise her disposition to 75 to get her to pay, then take the money back to Eydis Fire-Eye. Alternatively, you can just pay her debt yourself.

Bandits in Suran
- If it was a quest from the Ald'ruhn fighters guild to take care of some bandits for someone:
The person you're supposed to help is Serjo Avon Oran who lives in Oran Manor, which is in the walled off section at the back of Suran, next to the temple.

He will want you to kill the bandit Daldur Sarys who can be located in Saturan. There are other enemies in the cave, but only he has to die. Once he is dead, return to Serjo Avon Oran for your reward, then report back to the Ald'Ruhn guild.

The cave is basically on the other side of the hill/mountain that surrounds the town.

The Drunken Bounty Hunter
- If you got the quest in Suran to find an escaped Argonian slave called Haj-Ei, try asking Dranas Sarathram in the Suran Slave Market about him. You'll need to get his disposition to 60. Then find Hides His Eyes on the top floor of the Suran Tradehouse.
