How to get an NPC unstuck? (Answered)

Right now, in my game, Eldafire, that female Altmer who lives in Seyda Neen, is stuck underneath the bridge between the village and Vvardenfell proper. When I walk over the bridge, I can see the top of her head clipping through, and whenever I try to talk to her, she refuses to talk. I just get the "Goodbye" dialogue option. Without using mods or the console, is there a way to get her unstuck?

Without the console? Use a powerful Command spell and make her move elsewhere.
With the console:
-Open it
-Type RA
-Press Enter
-Close it
That will reset actors to their original spot.

If RA doesn`t work (Never does for me for some strange reason) just type into the console ResetActors

No, it will reset ALL actors to their original positions
