Recovering Cloudcleaver Quest (Quest Spoilers)

A while after I accepted the quest, Hlormar Wine-Sot got stuck in the river separating Balmora. A few hours into travelling, I met the festering witch Sosia Caristiana alone, and she said she'd meet us in the Caldera Mages Guild.

I then went back to Balmora, teleported Hlormar out of the water (using SetPos command) and agreed to defeat the witch with him.

After three days waiting we went into the Caldera Mages Guild and she wasn't there. Another three days after that she's still not there.

Any ideas onto why she's not appearing?

AFAIK, the way the quest is set up so that when you and Hlormar first meet up with Sosia, you're supposed to tell Hlormar about Sosia's offer. I believe he needs to be with you at the time, so try loading a save from before he got stuck in that river, and lead him to her.

By the way, out of curiosity, why go to Balmora? That entire quest takes place northwest of Caldera. Balmora's not involved.

I don't think I have a save before that, but thanks for the help anyway.

Why Balmora? I went back there to sell some good, since I thought I'd lost him. He then randomly appeared in the water.

Ah, that makes sense. Well, if Hlormar is still following you, head back to where you found Sosia and once there, talk to Hlormar about Cloudcleaver. Hopefully, the rest of the quest will go from there.
