You can just bribe her a little, raise the persuasion and she will give the codex book to you, they never explained to who belongs the codex book but "Valden21" said i will have to do the thiefs guild quest to learn the whole story.
In Balmora's fighting guild you get the Desele's Debt quest and if you ask Helviane Desele she will reveal that you collect protection money.
In vivec Lorbumol gro-Aglakh has given me a quest to silent Tongue-Toad, he never said what's Tongue-Toad's crimes and Percius Mercius said Tongue-Toad was only saying the truth and he should not die for it, ofcourse i let Tongue-toad live but it is clear to me now that something wrong is going on
Lirielle's Debt quest, Ranus owed money but he died and fighters guild want me to collect the debt from Ranu's sister Lirielle Stoine who has nothing to do with it.
Relax, i never said Morrowind is a bad game, i just notice that the fighters guild has corrupted members and if you read the other comments in this thread you will find out i am not the only one who noticed this.

Good thing to know i will check some other fighters guild and yes i would love to find out the full story about the codex.
And not every merc is without morals. Thing is, you can't exactly say which group is right and which is wrong if they're both following the charter. As long as they adhere to those rules, then they're both right.
The codex is only a small part of what's going on. There's of lot of behind-the-scenes stuff with the Fighter's Guild, and you need to also do the Thieves Guild quests to get the full picture.
