Constant Effect Items
I'm trying to make a constant effect item, such as restore health/magicka/stamina. I understand this is very hard, but I can't even select constant effect when trying to enchant. Is this limited to very specific items, and if so which ones?

You need a grand soul gem or Azuras Star filled with Golden Saint soul.

So it won't even show the option unless you have a grand soul gem? I thought it would show it but say 0 percent chance or something. Can I put constant effects on rings?
Also where are golden saints.

You can put constant effects on anything.
Golden Saints do not start appearing until you are appx level 17 and then check Daedric ruins, especially those along the Bitter coast. There is someone in Caldera Mages guild that sells Summon Golden Saint scrolls at an early level.

Then you just cast soul trap on it and kill it, right?

Yes but they have a tendency to cast dispel on themselves so make sure the spell is active when you strike the killing blow. Also only high value rings and good armor is worth enchanting.

Oh and a pro tip don’t make you constant effect 24 to 24 make it 12 to 36 and take it off and on until you get lucky to really squeeze the heck out of it.

Also ascended sleepers are the same as saints for soul gems just make sure it’s actually a true ascended sleeper the named ones have less power.

For effects that Fortify something (e.g. Attribute, Skill), the fortification effect is applied only once, i.e. when the item is equipped. Therefore it is more economical to create a Constant Effect Fortify item with a range on it (e.g. 1-23) as opposed to a fixed number (12-12), and reequip the item over and over until getting a favourable number closer to the higher end of the range.

For Restore effects (e.g. Restore Fatigue), the effects are reapplied every second, and so it makes more sense to aim for a consistent number (e.g. 4-4) as opposed to a range (e.g. 1-7).

If you're after more info about Enchanting generally, TedTheViking's guide is pretty good. There's a Steam version that can be found here.

And if you're after Golden Saints: You can purchase Summon Golden Saint scrolls from Folms Mirel in the Caldera Mages guild[en.uesp.net], once you've hit the rank of Conjurer or higher (Conjurer = 40 of 'a mage guild skill' required).
