You can get there via Silt Strider from Ald-Ruhn.

You can get to Maar Gan from an Ald-ruhn, Khuul, or Gnisis Silt Strider.

This game came out way before people bought digital games on the internet. In the box with the cd was an actual paper map.

What I did once I figured out how tedious travelling is in Morrowind was to visit every City using Silt Striders and gondoliers, then write down all their destinations, so I wouldn't have to remember what city I had to go to, to get where I really wanted to go.

you could also do the fill map command if you dont mind that

Not only that, but look out for scouts. The scout (who is also a Blades trainer) (Elone?) in Arrille's Tradehouse can mark it on your map, as can most other scouts anywhere in the region of Ald'Ruhn, Caldera, Gnisis, Khuul, or thereabouts.
