Which town/village do you like best?
In my opinion, Balmora is one of the best citys. The river odai in the middle, on the east side the poorer part of the city with the tavern, on the west side there life the richer people. I myself created a mod which adds a new building there, so I have got a house there.

But when you follow the quest in one of the three houses and build your own "fort", I prefer the redoran ones. It looks more like a town then the other.

I hate the Telvanni citys. The interiors are to complex, and as I play a Nord, I sometimes have to sneak to go through the towers.

Vivec or Mournhold probably.

Balmora and Vivec. Balmora is most people's home base due to its location early in the game and proximity to Caius. It also has a Silt Strider and a mages guild for transportation. Plenty of reasons to stick around.

Rarely ever visit Tevlanni areas, but I plan on doing so this playthrough. Having to levitate often is a turnoff for many and there aren't easy to navigate to begin with.

Any coastal shack town. Ald Velothi, Khuul, Hla Oad, Gnaar Mok, even Seyda Neen to some extent. I just like the aesthetics of shack and dock architecture, especially when it's mixed with other architectural styles like Hlaalu, Redoran, Common, and Velothi. I've built probably over a dozen mixed shack harbor towns over the years, only ever released the one, Redaynia Village, to the public. But I love the way shacks look, with docks and cranes and ships everywhere. It's just very atmospherically and aesthetically pleasing to the eye. Much more so than the rather boring and drab looking city of Balmora. Did you know Balmora, translated from the Ehlnofex languages of Tamriel, means "Stone Forest"? It looks like a stone forest, a boring, dull, and drab stone forest lacking in color and variety.

'Course, as far as actual things to do, Balmora has much more than all of the shack towns combined.

Mournhold is boring after a while... Vivec is great too, no doubts!
On Solstheim, I like Raven Rock(I always join the guy in the colony and not this guy in the fort) more then the Skaal-village.

Balmora. I built a sweet beginner house with the construction set, and I will never need to move out.

Vivec and Mournhold have unique identities. The rest seem to be either very small or divided against themselves. Sadrith Mora is interesting but to me it is not distinguished from other Telvanni areas.

The area around Sadrith Mora is really interesting. Full of small settlements with different looks. It's also placed in one of the best regions. Go northwest for plains, west for Red Mountain, south for Azura's Coast... since it's off the coast you can simply walk to these places without levitation or having to go around hills.

Having said this, some of the regions in Tamriel Rebuilt boggle my mind. They all look better and more interesting than what is on Vvardenfell.

Balmora is a nice city, and I like it's proximity to my manorhouse when I play as Hlaalu. Vivec and Mournhold are stunning. Raven Rock is one of my faves, as I really feel connected to it, what with building it. Tel Uvirith (Not technically a city, but bleh.) is pretty cool, and I like lording over my wasteland domain from it, when I play Telvanni.

Gnisis has it's charms, but that is heavily connected to a sort of "Home Base" feel when I play Imperial Legion.

Tel Vos was different but it seemed unfinished to me, which is possibly what the designers were aiming for. The Telvanni always seem to be trying to do something more or less forbidden, and so they wouldn't want everything to be clear and open.
