Is combat in this similar to Oblivion?
I had a blast with Oblivion, I want to play Morrowind but I'm worried that the combat will not be as smooth.

Combat has nothing to do with Oblivion. It's different and maybe a little hard to get used to if you're coming from Oblivion (I came from Daggerfall, so my point of view is entirely different from you). Mechanically there's nothing wrong with the game. Morrowind combat is a real-time dice-roll system based on your skills. That means you don't land every hit and the game takes your weapon skill, your opponent's block skill and your fatigue into consideration to determine if hit the enemy or not. The system works. What it's lacking is feedback and animation. You can't tell if you missed because you rolled zero, your skills are low or simply because you're facing the wrong direction. This is only a problem in the early levels though, because after level 10 or so you miss so less that you won't even care why.

Is there any mod that makes combat a bit easier to get used to for an Oblivion player?

Nope. It's hard coded. There are mods that make you land every hit (like accurate attack or depth perception) but since hit/miss/damage formulas aren't developed for such a system, it makes you overpowered and takes away the "I'm getting stronger" feel (in other words, all the joy). That being said, it's not rocket science. If you've played old school RPGs in the past like Neverwinter Nights you won't feel like a stranger here.

Or, you may take a different approach and use BTB's game improvements. This mod changes races and skill progression in a way that simulates specialization. That means, with the right race and class choices you can get your favored weapon skill close to 50 and will miss a lot less.

Noooooo.
Combat isn't as smooth as Oblivion at all. IMO, it's far worse as well.

Well, I don't think Oblivion's combat is smooth either. It also lacks feedback in combat department. There's no hit feel. The main difference is you land every hit, and your skills determine the damage. I don't think combat improved throughout later installments. It just changed to a more actiony feel. It seems Bethesda doesn't know where to fit combat. It doesn't have a RPG game feel anymore. But as an action game, there are others that does it much better, like Dark Messiah of Might and Magic or even the original Thief.

actually, if you look on the morrowind nexus site you can find mods that can make every hit 'hit', however, i'm a fan of the classic combat style opposed to the new.
