Otherwise get yourself an empty soulgem and something with the spell Soul Trap.
Use the filled gem like you would use a potion or an ingredient and the rest should be self-explanatory.
Otherwise you use soul gems filled with souls to recharge items on the fly. If you have soul trap spell you can use it to trap more souls into gems (as long as you have soul gems in your inventory that are good enough to hold the soul - as enemies have souls ranging from petty to grand, and can only go into gems big enough to hold their soul. A grand soul can only go into grand soul gems, a petty soul can go into any soul gem).
If you have lowish levels in luck and/or enchant you may end up wasting some soul gems as it does not always work.
Best to find a second sword if possible and just keep swapping them over and let them recharge as you walk about and adventure.
Yes. The wood elf on the top floor of the mages guild in Balmora will sell some filled soul gems. You can also steal them as they are on the desk next to her, and the third quest I believe for that mage's guild has her leave the table and go downstairs where you can steal them without being caught.
But for ease of gameplay just rest a day or two while travelling the wilderness to regain them. Only bother with soulgems if you need charge in the middle of battle or a dungeon where you can't rest.
