Does the steam version of Morrowind include the official bloodmoon patch?

You mean the DLC? Yes, both

Are you talking about the DLCs? Because if talking about "patches", there never were any "official" patches, you have to find the "unofficial patches".

If you search for Goty Deluxe. about $8 on Gog, you also get:
Frostcrag
Horse Armor
Mehrunes Razor
Orrey
Shivering Isles
Spell Tomes
Thieves Den
Vile lair
Knights of the Nine

With Gog you also get Arena and Daggerfall (ES2).
Those are the Oblivion DLC and not the free official Morrowind plugins which are:

Helm of Tohan
Entertainers
Blood Coast Sounds
Area Effect Arrows
Master Index
LeFemm Armor
Adamantium Armor
Siege at Firemoth

Which can be found either at Bethesda's website or the UESP here: https://en.uesp.net/wiki/Morrowind:Plugins

Yep my problem, deleted my post. I had both lists copied to the clipboard and pasted the wrong one.
Just in the middle of tidying up my "mess" of info for these games.

I'm gonna be THAT guy: these aren't DLC as they weren't downloadable. Back then you'd buy them on a disc. They were called expansions.

K, I'll leave now.

Well actually called "Official Plugins", yes they were on sale when they first came out and available as download content. Bloodmoon and Tribunal were the expansions.
Some plugins come with the GOG version of the game, although if you check the UESP they are still available to be downloaded for free.
Siege at Firemoth is quite a nice quest - https://en.uesp.net/wiki/Morrowind:Siege_at_Firemoth

If you want them all, check here:

Well, I didn't play that much Morrowind, so I didn't know about those extra plugins. I was just referring to the expansions and how back then you'd buy them on disc. I'm just trying to have a boomer moment even though I'm just 25.

@Spazz Maticus enjoy your "Boomer" moment. Just have fun with the game, after all that is what gaming is all about. Play and find your way. Have a great time "young un" or as my dad used to call me (even when I was middle aged) "nipper".

I'm gonna be that guy and say they were never actually sold. They were always free, which is one of the reasons why ♥♥♥♥♥♥ DLC like Oblivion's Horse Armor being $3 on release caught the community by surprise.

Oh god yes there were, and they were so badly deployed that you had to install and patch your game in a specific order otherwise you could bork your installation. This was all pre-Steam, mind, and Bethesda nuked the downloads page long ago (kicking consumers with physical copies in the face), but there were indeed official patches and even patches for the mini-DLCs (specifically Firemoth).

Anyway, OP, yes the Steam version is patched up to the final version of Bloodmoon - v1.6.1820. The only things not included with the Steam version are the mentioned official plugins which you should get, but instead of the official downloads you should grab UMOPP[www.nexusmods.com] as it provides fixes for the plugins that the unofficial patches do not.

I think confusion between when I say DLC as I mean the plugins.

Expansions, Bloodmoon, Tribunal , did have patches, some still available.
The latest patch for the base Morrowind is 1.2.0722.
The latest patch for Tribunal is 1.14.1313.
The latest patch for Bloodmoon is 1.6.1820.

The plugins yes were free (was thinking Oblivion at the time of writing).
Never remember any official patches for plugins, just UMOPP, which are Unofficial patches.

I have never played on Steam/ GOG or any other. Still use an Iso of original disk/s.

Firemoth was the only official plugin that was "patched" to v1.1, though being an ESP it was delivered as an updated version rather than a separate patch. If you check the archived copy of the Elder Scrolls website from 2004, you'll see reference to the update on the plugins page.

Obviously missed that. Although I do not think I bothered with the plugin for some years. It is a really good quest.
