Decorating mods?
i'm looking for a mod that would allow me to remove, move around, and place down stuff i normally wouldn't be able to (i.e tables, chairs, fireplaces, rugs, etc)

Depends what you want to do. If you're just adding an item or two, you might be better off opening the console and use the PlaceatPC and Disable commands. If you're building an entire house, use the Morrowind construction set. It's actually pretty easy to use, just need a bit of time getting used to it. Feel free to ask here for help with it too if you need :)

i think he wants the option to move static objects around
instead of building in the Construction set

I get that, but the Construction Set is literally the easiest option for that: load the cell you want to modify, click on a piece of furniture, move it around.

Use the console to remove or add items.

The mod linked above would work well. But it only works with MGE XE, so not for Vanilla or OpenMW.

Beware you might mistakenly buy a "Dancing Girl" mannequin. lol

So many old mods which are still good but so many NON lore friendly.
Used a lot of them once when I got bored and turned Hlloramen into "Ye olde Salty Sea Dog nightclub" filled with skeletons in pirate outfits and dancing girls dressed as sailors. Damn so long ago.

Just re-read.
Do you just want to move the furniture you have around?
If so.
Console.
Click on item to move.
Use command getpos x it should return i.e -155.77
Use command setpos x (value) i.e setpos x -175.77

There are 3 commands getpos x, y or z. Also setpos x,y or z
You also have getangle x,y or z and setangle x,y or z.
Remember to save game after moving things.
