I have a scroll I want to make a spell out of, then enchant a ring with.
Can I do the scroll into a spell?

Nope. It's impossible.

You have to buy a spell from an NPC with spell trading service. After that you can use that spell to create enchantments.

That is why there are really powerful scrolls like Scroll of Windwalker:
Invisibility for 60 secs on Self
Levitate 500 pts for 60 secs on Self

You sound somewhat new to spellmaking, but if you learn a certain exploit in spellmaking you can became an insanely overpowered mage. It's a singleplayer open world RPG, and being a mage is not a easy thing in Morrowind (at least early on) so I don't think it's wrong to break the game with spell enchanting exploits. Just a little while ago I made a spell that is basically a tactical nuke. I wish the steam forum allowed you to attach videos to forum posts/replies because I don't feel like uploading my video to youtube just to be able to post it here.

I did buy a scroll (Golden St.) now I want to turn it into a spell. If I use it as a scroll once it is gone and no I don't want to be a super Mage and yes I am new spell making and enchanting Ect,
All my Attributes are in the upper 40s.
Just want to know how to make mt Golden Saint permanent.

Felen Maryon sells the spell: summon golden saint, you can buy the spell from him, he is in Tel Branora, upper tower, Therana's chamber. you might need some more training before you can make propper use of it though. summon golden saint has the highest cost from any conjuration spell iirc

there are items you can enchant to summon a golden saint permanently, doing this will require an insane amount of money or cheesing the enchanting/intelligence stats.

you can also look up online how to do the glitch to summon a creature permanently, it is possible, but i strongly suggest being very carefull if you do this this, it can be glitchy. it can go well 1000 times and than suddenly the bug can kick in and corrupt your save. use at your own risk, and keep backup saves just to be sure

no, you cannot make a spell from a scroll, if you want a spell of summon golden saint than your gonna have to buy it from Felen Maryon
