Then there was a solution here. If by using this and he gets stuck a little in a wall use "tcl" on him till he gets free.

Thing is he is not in the shrine of the dead, He's still in the sewers.

Back-up the save you have before trying this though.
If you unstick him now (knowing how buggy and how often he can get stuck) he will most likely get stuck again.
I am on temple sewers and he is stuck there, I haven't gone far enough, i just wanna make the fetcher move to me.
You could use the GetPos commands in combination with Positioncell command but this requires entering a string of commands.
its not the perfect sollution but there is an easier way, however it will not really move him but instead create a second copy of him at your position. this is the placeatpc command.
if you want to use the first sollution than i advice you to go to the UESP morrowind:console page, this has all console commands, you can read about GetPos and Positioncell there.
If you want to use the second sollution than i believe this should work:
placeatpc "Urvel Dulni" 1,1,1
remember to use the " to open and close the name or the game wont understand it
