one way of getting there without getting caught is by setting a mark next to him, than recall once you are done looting the corpses of the bad people.
Alternatively you can pop an invisibility potion or spell the moment you set foot out of the building again.
You can ofc always taunt the people to attack you instead, you will not get a bounty that way, if your speechcraft / personality is low than you can always taunt them until their disposition gets low, than bribe them a few times before taunting them again, repeat this a few times until you taunted them sucessfully a few times, they will attack than, this can require a lot of money, but you can loot it back once you kill the person you bribed (the money gets added to their inventory).
Just make sure you save first, if you try it, fail to taunt them and than cannot kill them outright than you might be forced to hold of on the quest and return later. if you tried bribing them it means you wont get your money back until you can kill them.
Personally i would just mark near varro and than recall out of the club, no need to step in the streets, no need to aggro guards, no need to run for your life.
Beware that there is a bug with this quest, some people reported chasing guards never giving up on killing the player even after the bounty is cleared. Using the mark and recall method is a good way of skipping the stage where guards chase you, and therefor the bug should not trigger if you do it like that.
there is a ring and amulet of mark, and an amulet of recall which can help you if you do not know the spells or if you are not good at casting the spells.

1) You have to kill innocent barman too.
2) All containers there are owned, so you can't use them without consequences.
1. Because of the way I clear the place out, the barman attacks me. Not so innocent.
2. I always use mwse-container mod, so containers do not matter. Also since the owners are dead the only concern is checking to see if they respawn.
As if you kill someone and take there inventory it is no longer classed as stolen.
But same problem with containers is still in order.
I think you might be thinking that items placed in there could be marked as stolen. No. If the NPC is dead you can use there chests and storage.
Also (quick check) In the Construction Set, a container can only respawn if it's flagged as "organic", and if it's flagged as "organic", you can't place items in it. Therefore, any container you can place items in is safe for storage. Apart from if there still alive and then they get marked as stolen when you take them back out.
MCP has an option to show ownership flag for items. Very convenient.

There is no ownership flag no matter what. Whether Dura gra-Bol alive or not. If you put in her container your item and take it back. Even if you take original items from her containers - there is still no ownership flag on them.
Console TFH (toggle full help) command I've used too. Same results.
Need to do bigger experiments with actual arrests. Well, I am too lazy for that.
Lets just say I have used that place for almost 20 years, once dead, I loot everything, the same as with the Camona Tong, even bar mats. Never had a problem.
The other place I end up using a lot is Hlloramen.
I use UI Expansion which does the same as Oblivion when trying to sell, it puts a red hand by items stolen you cannot sell to that merchant.
