I've been trying touch some one as in the code book quest and I can't do a on touch.
How do I touch them?

Youd have to make the spell or get a on touch frenzy enchantment

If you punch her with your bare fist and she retaliates, you can kill her with your weapon in “self defense”

OP, in this case, "touch" refers to range. You have to be really close to the target in order for the spell to take effect. That's what the game means by "touch"; you're not actually touching the target, but you're at a close enough range.

I tried to stand close and put a spell ring on moved away and close again cast the spell not working didn't try the punch
But I did get POed and killed the whole bar then went berserk and killed every one in the whole town. I think I had an a bounty of close to 10 grand on my head. LOL

Just tried a punch it worked but after a death warrant . I died

I wish people were more precise describing their issues.
If you see visual effects of the spell as intended, then it just wasn't strong enough.

The main problem is I can't get people tn the bar to attack me to finish the quest. If I use any of the above to get them to do it, it doesn't work. I guess that is about as plain as I can get.

Use Taunt on somebody. If you succeed - that somebody will attack you first, before your own attack. It is not a crime to kill somebody as a self-defence. So with high enough Speechcraft one can kill virtually any NPC and it will not be a crime.

Taunt is one of the things one can do using Speechcraft skill. Other three - Intimidate, Admire and Bribe.

I HAVE TRIED EVERYTHING I CAN TO GET THAT CODE BOOK AND NPC JUST WILL NOT GIVE IT TO ME. IF I JUST KILLER HER THEN I HAVE TO KILL EVERYONE THERE. I GUESS I'LL JUST LEAVE IT AND MOVE ON.

if your character lacks specific skills, that is not a reflection on the game. Sometimes, you may have to train up skills and THEN you can do the quest.

To get the code book without aggroing everyone, you must bribe, taunt, admire, or pickpocket. which requires high speechcraft or sneak (natural or spell boosted) or a ton of gold. Of course, it's hard to come by those in the early game, so if you don't have high skills, straight up murdering her and doing the time in jail is a perfectly fine alternative! Depends where your allegiance lies: it's a roleplaying game with an intricate faction system. If you roll with Eydis, you gotta be ready to piss the Thieves guild off...

Cast frenzy
After finding a frenzy scroll and getting it to a scroll maker and made it max of 75% it finally worked with out going to jail.
