There is spells in the game like "light" and "night eye" which are for these very situations. There is very few situations where its really needed 100% to see though. These spells are possibly less common used if at all.
Maybe calibrate you monitor just to rule out an saturation or contrast issues you may have on the monitor itself. Otherwise there is something not right happening with the game maybe post some pictures which may help others to determine your issue..
With some graphics cards (especially NVIDIA), you might try disabling SSAO and Antialiasing if they are enabled. I find the shadows created by SSAO in an old game like Morrowind to be just...too much...giving everything a cast almost as if it had soot over it. Morrowind's idea of "bloom" was also apparently to smear grease on a screen too...so I disable the bloom.
But...if you expect to be able to see more than a couple of feet in front of you at night without a torch or a night eye spell, forget it. Like other posters replied already, the "OMG I can't see" effect of being out in the dark is *intentional*.
And...the light sources in the game (other than the cat people night-eye spell)....kinda suck. I'd download a mod like True Skyrimized Torches.

I have to mod the game heavily so my kid with vision issues can see well enough to play.
So that means I'm running MGE-XE (with MWSE) with custom shaders and the optimal settings found on Nexus, "Let There Be Darkness" to disable some weird lights and to disable all "negative/dark" lights, and make the torches stop....the....bloody....pulsing, and "True Lights and Darkness - Necro edit" to undo some of the crazy color choices of the original game devs. All these mods are easily found on the Nexus.
