Wolverine Hall's the closest. Exit Wolverine Hall via the Imperial Chapel, and cross the bridge. You're now in Sadrith Mora. Head north until you reach the Gateway Inn, which is the big mushroom with a giant door in the base of it. Go through the door, and you're in the harbor area. The boat at the central dock will take you to Tel Vos.

Just make yourself a levitation spell and use the boots of blinding speed, Use a Scroll of Icarian Flight and Jump in the direction of tel vos from Wolverine Hall and save yourself from death using levitate. You should make it there or just about there or just about past
