Then have seen it when a lot of feather potions are taken while using enchantments which fortify strength.
Hope you find out which it was and if going back to an earlier save does not fix it there are console commands which can. Although I never like using console commands like that sometimes you need to.
Could also try to use something like Wyre Mash to repair the save.
I did fix it though and I'm updating this for search engine things, if someone finds this post, yeah, its fixable. But... "PC Master race" only. fix.
All the equiptment are non-modded, I have only this game.
When I looked it up, this bug is fully possible WITHOUT mods.

Assuming that your inventory is completely empty. First check that you're not being affected by any Burden spell or disease.
Not sure about the console commands, but here are some options;
- Try going to any shrine and restore/cure yourself.
- Try using the Dispel spell on yourself.
- Pick up an item, check if your weight changes, drop it and check again.
- Use the console to set your strength to what it shows on your sheet;
player->setstrength number
- Try using the Soultrap Glitch*; make a custom spell with Feather for 1 second on self, and soul trap on target for 1 second. Cast the spell repeatedly on the ground.
- Use the console to add and then remove an item;
player->additem "stendar_hammer_unique"1
player->removeitem "stendar_hammer_unique"1

*It's called the Soultrap glitch, but any 1 second/target spell will apparently do.
