If it's indeed Ranis Athrys you're talking about, here's the steps you need to take.
1: Swim the length of the River Odai until it empties out into the bay.
2: Swim southeast along the coast until you reach Ebonheart.
3. Next up, go east through the waters of Vivec, until you reach the eastern end. Telvanni Canton should be to your north.
4. Head up the channel that cuts into the eastern shore, then head north. If you turned north at the right time, you'll go through a small strait between Ald Sotha to the west and Sinsibadon to the east.
5. Once through here, head north-northwest past Oran Manor, then Suran, then finally north up the Nabia River into Lake Nabia. Your ultimate destination is slightly north of the northern shore of the lake.
There is a very easy way to get there if you can use levitation or have potions etc.
Silt strider to Suran. Exit North, fly over mountains towards Marandus.
From the Northern tip of Marandus just follow the road as it curves eastward around the lake. Check map as it is just one longish path you are following now.
When you know your on the right road turn on Local map as Punjabi is very easily missed, its on the right hand side. Sulipund is at the end where the roads cross.
But, OP wants to get there via river, not land.
He wants to try the river, yes, because he keeps getting lost by land.
Now it seems he is getting lost by river.
So I gave an easy way to get there.
I don't think that's what OP's asking. There's multiple ways to get from Balmora to Sulipund via water, and it seems to me that OP wants the quickest way to do that. It has nothing to do with getting lost, it's wanting to AVOID that; it's preventative. Your way's a land-route, which isn't what OP wants.
Depending on your level watch out for 1 or 2 cliff racers.

Better explanation now I am sat relaxing.
From Silt Strider. Immediately turn 90 degress left and jump over wall head to mountains (Should have said this in last explanation and not exit North - misleading, sorry).
Walk as far up the mountain, a bit to the left that you can.
Now levitate. Look at map and fly towards Marandus. (use map to make sure heading to right spot).
It took about 4 to 5 potions to get to Marandus.
You fly over Bal Ur first.
On ground at North eastern corner of Marandus, look North and see sign post.
Go to sign post, follow sign to Mount Kand.
First place you want is less than 10 seconds down that road and it is on the right.
