The Elder Scrolls III: Morrowind

MGE XE problems
I downloaded morrowind and MGE XE, I install MGE XE and I can't launch the gui. I have tried putting it in administrator mode with morrowind, but that does nothing nor does installing outside of program files. Can someone please help?

Install MGE XE to the Morrowind directory. If you've never used MGE before, run the Morrowind launcher as admin and set a resolution in the launcher options (to generate Morrowind's first time settings). If you are using HUD mods made for standard MGE, you should deselect them from your load order.

It needs to go in same folder as Morrowind.exe etc.
You must run morrowind, set launcher options, start and exit to create an ini for MGE XE to use.

Have you done those things?

what's messed up is that I was able to use this morning, though due to a stupid decision I made had to reinstall windows and ever since have had this issue. I tried what I could the post, but the information about this problem is so obscure for some reason.

Did you install all the DX's needed . Link here for a DirectX End-User Runtime Web Installer

New install could be missing the older DX9 that is needed. Try the link above, as other games you may wish to play may require them.

I already did that. I did notice however that it seemingly is trying to launch but crashes before it can.

In that case a few other things come to mind, do not know what OS you are running, but is DEP turned off for morrowind.
Is file/ folder set to read only. Need to be read/ write.
Have you white-listed with anti-virus?

Interesting ideas, what doe DEP mean? And I am using windows 10.

You run Win 10, DEP I believe is turned off by default, but it means:

"Data Execution Prevention (DEP) is a set of hardware and software technologies that perform additional checks on memory to help protect against malicious code exploits"
So on WIN 7 it can see MGE XE as "malicious code" and prevent it opening.

Bad internet connection, thought it reminded me of something.
By the way the blue circle is just the loading animation.

Have you checked the MGE XE log? See if it says anything.
Have you tried running it in Administration mode?
