Although You can keep the main map on screen.
Resize to whatever size suits you then click the button top right of the map and it will be there when you play.
If you just want to enlarge the map window, you can do it by dragging the border with your mouse.
If you'd like to enlarge the actual map content, there is a way, with the Morrowind Code Patch.
In the "Interface changes" tab, the first option is "Map expansion (for Tamriel Rebuilt)". The primary function is to enlarge the map area so it can accommodate the full content of the Tamriel Rebuilt mod, and while I'm pretty sure it can be used without having TR installed, the minimap will be a bit empty around the edges.
The secondary effect of that option is:
It may be worth a shot. I use the option, and personally like it a lot.
Note that the enlarged map is permanent applied to a save. The only way to revert is to turn off the option in MCP, then load a save from before you turned it on. Be careful when testing.
(Well, I think it can also be repaired with Wrye Bash, but that's a bit complicated and messes up the minimap graphic.)
Other notes:
* I don't think there's a way to zoom the other (non-inventory) minimap.
* I'm not aware of any way to turn on the "zoom" option in MCP without enlarging the map area for TR.
When running the utility, under the 'Graphics' tab there is a 'Menu UI Scaling' field that allows you to change the scale of UI, menus, etc. This also increases the minimap.
