There really hasn't been a chance or reason for followers of meridia or Hermanus Mora to build on vvardenfell. Everyone who was on there the last 1000 years has been devout to their current Gods, and the only purpose of daedra shrines is to spread influence and bring over supporters. It'd be a waste of time for hermaus mora followers to build in vvardenfell these last 1000 years. They do fine enough on the mainland and in melting pot/mosaic cultures like cyrodil.
In short, those daedra aren't in the traditional dunmer pantheon, and vvardenfell was temple owned holy land nobody has really been allowed on for 1000+ years.
It's like asking why there are no Greek god shrines in China or Japan. They simply didnt worship them there.
Not quite. In the main Dunmer faith, Boethiah, Azura, and Mephala were the original Tribunal. Between Morrowind and Skyrim, religious matters got back to how they used to be prior to the Battle of Red Mountain.
