morrowind patch project
I thought I would get the MPP but it seems it only comes in an esm file. From what I can make out it is supposed to be an exe file that I run in the morrowind folder. Can someone shed some light on this situation, and also I read that I should be fine using my current game with the MPP(newly added) is that correct or am I going to have to restart for the third time in like 3 days cuz I keep realizing there are bugs in the game that should be eliminated b4 I get to involved in it.

Patch Project is just an ESM. I think you're thinking of the MCP for the .exe. You current save will be fine as long as you follow any instructions from your selected patches when running MCP; this includes stuff like Fortify Health Effects currently on your character.

so then what do I do, just slap the extracted files into the morrowind folder? For morrowind patch project i mean.

If you're using MCP you don't really need this too, however if you want to use this than all you do is just slap all the files from the download into Data Files in your Morrowind folder then when you start up Morrowind click Date Files instead of Play, and make sure the .esm is selected as well as any other mods you have and want to use.

'Using with an existing saved game

If you are using the patch with an existing game there are a few things you will need to do (you don't need to do this if you start a new game).

The first time you load the game you will probably get a couple of errors about scripts having a different local variable count (blueScript and dariusScript that I know of). Don't worry about that. Just click 'Yes' to continue loading. When you save with the patch active you will not get the errors anymore.
Once in the game, open the console by pressing the ~ key. Then type startscript patchscript. You will be asked if your character is male or female (this will set up the PCGender variable) and the MonthFix will also be started.
In the console (press ~ key) type sv. If in the list that is displayed, under "Global Scripts" it says blueScript->doOnce = 0, then type stopscript bluescript into the console.'
